Mayor Enrico “RECOM” Echiverri is the Local Chief Executive (LCE) of the City Government of Caloocan and exercises his power as prescribed in the Caloocan City Charter, the Local Government Code of 1991 and other existing laws. Mayor Echiverri has no jurisdiction and control over national government agencies whose offices are located in Caloocan City and whose personnel are deployed, performing their function and providing services within its territorial jurisdiction, such as but not limited to the following, to wit:
- Bureau of Internal Revenue (BIR)
- Register of Deeds – Caloocan City
- National Bureau of Investigation (NBI)
- Metropolitan Manila Development Authority (MMDA)
- National Statistics Office (NSO)
- Public Attorney’s Office (PAO)
- Social Security System (SSS)
- Philippine Health Insurance Corporation (PhilHealth)
- PAG-IBIG
- National Housing Authority (NHA)
- Department of Trade and Industry (DTI)
- Technical Education and Skills Development Authority (TESDA)
- Department of Public Works and Highways (DPWH)
- Civil Service Commission (CSC)
Inquiries, questions, suggestions or complaints pertaining to the abovementioned national government agencies and offices are best suited and addressed to their respective head offices

Si Mayor Enrico “RECOM” ECHIVERRI ang Punong Tagapagpaganap ng Pamahalaang Lungsod ng Caloocan at ginagampanan nya ang kanyang tungkulin at kapangyarihan ayon sa itinatadhana ng Caloocan City Charter, ng Local Government Code of 1991 at iba pang umiiral na batas. Walang hurisdiksyon at kontrol si Mayor Echiverri sa mga pambansang ahensya ng pamahalaan na may tanggapan at/o kawaning gumagampan ng kanilang tungkulin sa loob ng nasasakupan ng Lungsod ng Caloocan. Halimbawa nang mga naturang ahensya at tanggapan ay ang mga sumusunod:
