The Urban Poor Affairs Office is mandated to design, coordinate and implement the socialized housing and resettlement programs for Caloocan City's underprivileged residents and informal settlers. To realize its mission the UPAO embark on the following services, to wit:
• Develop and maintain programs that facilitate the acquisition by urban poor families of housing lots and/or housing units, and conduct on-site trainings and seminars to empower beneficiary communities through responsible and effective leadership and participation. • Maintain an updated information base (such as the number and status of informal settlers in the City, an inventory of lands available and viable for the city government's housing and resettlement programs, both government-owned and privately owned, whether within or outside the City), and provide technical assistance to housing or relocation beneficiaries (such as Community Mortgage Project (CMP) origination, preparation of location plans and subdivision plans, applications for water and electrical subscriptions, and legal services).
The People’s Law Enforcement Board (PLEB) receives complaints, conducts investigations and hearings and decides on citizens’ complaints against erring Philippine National Police (PNP) officers and members. The PLEB also issues clearances to PNP officers and members.
